No, the plan worked better than Dumbledore ever intended, and the only one to pay the price was Snape. As for his concern for Draco - had it been real Draco would have been kidnapped and hidden away shortly after the Ministry battle. No matter what Draco believed personally, arriving home at that time meant a Dark Mark, because Voldemort's goal in recruiting him was to punish Lucius more than to gain a loyal follower.
