To let a bright, sensitive and proud little boy run the streets in women's clothing is actually abusive, especially in a community as macho and conservative as working-class Northern England.
Is this actually stated in the text (or even in interview canon), or is it only a fan deduction as to what she was likely to have been thinking of? I tend to go along with the idea whenever I read it without too much concern for the source, but in the case of hanging a specific conclusion off the premise as you have done here, it might be more important to be factually correct (whatever the fact turns out to be).
It always amuses me thinking about a Yorkshire accent coming out of Severus' mouth -- and, of course, since we are told they lived near each other, of Petunia's and Lily's as well! Then it just degenerates into silly "My Fair Lady"-like scenarios. ;)
