She said that about Neville? I missed that one! Like you, I don't really think that Snape hates Neville at all - although the thought that Lily had died for this clueless kid might well be an added source of irritation. I do think that a lot of his attitude to him stems from self-loathing - he sees a clumsy, socially inept Northerner, not quite fitting in with the cooler kids, and he recognises far too much of himself there, and lashes out.
I don't think Severus is the only character whose development seems to have been taken back several stages in book 7. It is almost as if she had gone back to very rough drafts of characters who had long since been fleshed out. Several people seem to be wondering if this is because she wrote (or at least planned) a lot of this book a long time ago - and that seems very plausible to me. But that's just an idea - and it doesn't explain everything.
